NCS, WCO, World Bank Launch Trade Facilitation Programme


The Nigeria Customs Service (NCS), in collaboration with the World Customs Organisation (WCO) and the World Bank Group (WBG), has commenced the WCO Accelerate Trade Facilitation Programme aimed at strengthening trade facilitation, improving compliance, and advancing customs modernisation in Nigeria.
The programme, which began on Monday, January 19, 2026, is designed to review agreed reform objectives and confirm strategic approaches for implementing key initiatives, with particular emphasis on Post-Clearance Audit (PCA). It also provides an opportunity to assess progress made and identify practical steps to enhance efficiency, transparency, and risk-based compliance management across customs operations.
Speaking at the opening session, Deputy Comptroller-General of Customs, Kikelomo Adeola, representing the Comptroller-General, Adewale Adeniyi, described PCA as a critical pillar of modern customs administration. She said an effective PCA framework supports informed risk management, encourages voluntary compliance, facilitates legitimate trade, and safeguards government revenue.
WCO Trade Facilitation Expert, James Clark, commended the NCS for the progress recorded within a short period, noting that Nigeria’s reforms reflect a broader commitment to improving the ease of doing business and aligning with global best practices.
Also speaking, the Deputy Comptroller-General in charge of Tariff and Trade, Caroline Niagwan, said deliberate steps have been taken to strengthen audit and risk management systems to enhance compliance and revenue generation.
The programme runs from January 19 to 23, 2026.
